Same run time, as mAh is the same. Capacity is governed by mAh not size of battery. Higher mAh will run longer. Without knowing which brand of battery you're refering to difficult to expand further.

If this is a theoretical question then, everything else being equal, no difference.

In reality there's it depends on how hard they are being used and all manner of things that might effect their overall life.

Just to add I'm asking because I've been looking at the armour pro that can take 21700 and the aegis solo which is 18650 only. Will be using at low wattage with MTL 1.6ohm coils

OK, well you won't be putting either under any stress.... so what you are asking is.... do 21700's have more charge cycles than 18650's? That's what will give you longer overall life. Or are you asking about 'run time' at a certain wattage?

You'll likely get better battery capacity from the 21700, the mah rating isn't the only factor. Mooch explains it in this video

At low MTL power, there won't be any significance difference, so just get whichever mod you prefer.

And don't forget, 3000mah isnt the highest capacity 21700 cell, the molicell p42a is 4200mah

A single 21700 will perform much better than a single 18650, the 21s have higher amp limits and lower internal resistance allowing them to stay at a higher voltage for longer
