They are one and the same. 
If you have "shouts" that means you have notifications in the "ShoutBox" which you can reach by scrolling to the bottom of the forum on the front page, clicking Live Chat up on the bar up top or here.
The notifications in the shout box are simply the same notifications you get when someone quotes you, likes/thanks your post, PMs you. The extras include information like newest member, milestones for people with likes/thanks ect...
