E-liquid steep

I recently purchased some e-liquid and it states as it was freshly made for my order and needs to be steeped what does this mean and is it necessary

you need to leave it with the lid/cap off for a week or so in a cupboard/draw ...and just give it a shake up now and again it will change colour after a couple of days

Err that's breathing NOT steeping it will diminish in flavour and nic level if you do that!!

steeping is shaking the crap out of the bottle leave it in a dark place for at least a week with the lid on
