Does this mean it's in the clutches of customs and excise ??

Nothing to worry about, all my orders say that at one point or another. It's just one of the steps it goes through, I've never had any issues with any of my items. To be honest I'm surprised the tracking has gone that far, the last few FT packages Ive had, the tracking has only shown they have picked the item up and then it's stopped. They have all arrived in 1-2weeks though so I can't complain.
