Your flavour totals go towards your final mix quantity so you will then add the remaining pg and vg amounts, in your case 390ml to achieve your 500ml mix
As above, only mix this large amount if you know your happy with the total flavour mix.

I assumed the OP was at least using some sort of calculator to work out his quantities. But the reading again, if he was, that calculator should tell him what to add.
At its simplest, Yes. You need to add 390ml of Pg/VG mix, to make 500ml. You always include the volume of the flavours in the total volume. Otherwise, you'd end up with 610ml of liquid.
