Kano Kroil, plusgas, WD40......in that order......is all brass ? if not then warming the lock ring might help

Yep, all brass.

Time to root around in the garage!

Piece of rubber and mole grips.

Put the rubber between grips and locking ring and try turning the tube instead. Just remember not to have the grips too tight, the rubber should protect and do the hard work.
