Noob question about wattage limit

hello fellow apes.
I have a noob question about TC.
Basically I wanted to know if a mod would stay at the wattage limit even if it hasn't hit the temperature set first.
In other words, does the mod limit itself to which even string it hits first?

my understanding is it will stay at the max wattage you set until it hits temperature, then it kicks into 'thermostat mode' using only the wattage needed to stay there

However, if you set the mod at 250C but only 8 watts, it would stay at full (8) watts while it struggles and fails to reach the 250C
I sometimes does this deliberately - it's kind of like vaping in power mode with a cut out that will prevent burnt wick

does that make sense?

It's basically this, there are a few where a preheat will override the set wattage for a set period but then it will revert to the set wattage - then fire at the set wattage until it reaches temp

True, I'm assuming pico etc with no preheat.
DNAs, x-cube II and some newer mods do have this and i forgot to allow for that
