Not sure where the best place is for batteries and charger but I would recommend the Xtar WP2 as great safe charger and also mine came with an adaptor for use in car

WITHOUT spacers that is correct. It comes with 2 spacers to charge the shorter batteries (see the foot of the page you're referring to where it mentions CR123s a short battery) You will need 2 per 18350 battery. You can buy extras. I own one of these and use it regularly to charge my 18350s as well as 18490s and 18650s. It's a great charger.

I also use my xtar WP2 to charge my 18350 and 18490 batteries, the 18350 uses the spacers I got with it (2) whilst the 18490 fits. Straight in.

yep spotted that now,

the prob i have now is i find the aw 18350 batteries in stock but no Xtar WP2 charger in stock or other place has charger but no batteries in stock,
