i suppose by “the majority of people who have quit smoking”, she means the majority of living people who have smoked at one time and don’t any more. this would include our elderly relatives who stopped smoking in the 70s and 80s with self hypnosis records, acupuncture and cutting up their 20 deck of b and h and not buying any more out of spite at having wasted £1.50. i think it’s probably correct, but maybe it’s context encourages it to be misread.
