Well, if you want it to contain Nicotine, then you'll need some of the following (skip this step if you vape 0mg)
Unflavoured E-liquid Nicotine

Then you'll want bottles of plain old PG and VG to get the right percentages (if you're aiming for 50/50 etc)
PG based & Vg Based

Then you'll want some shit to mix it with (Syringes, bottles etc)

Syringes: (You'll need at the very least 10ml and 1ml syringes, 10ml for your Nicotine and other stuff, 1ml for flavour concentrates)
Terumo 1ml 2.5ml 5ml 10ml 20ml 50ml syringes 18G blunt mixing needle refill ink | eBay

Bottles: (squeezy with long thin tip seem quite popular)
Dropper Bottle Squeezable LDPE Childproof Cap Tip Liquid Ejuice Empty Wholesale | eBay

Or if you want UK based bottles, you can pay a premium here:

-PG and VG from Classikool on eBay
-Nicotine from LTEcigs
-Syringes etc from anywhere but usually LTEcigs
-Capella vanilla custard
-Perfumers apprentice Dulche de leche

Use the POTV calculator to decide your strength, PG/VG

10% capella vanilla custard
2% Dulche de Leche

Needs a good 2 week steep.

Basically, once it's mixed and you've given it a good shake, put the lid on and leave it somewhere dark for 2 weeks, just give it a shake every day and squeeze the stale air out of the bottle to let some fresh air in.

flavour will change quite a lot over 2 weeks.

Steeping is like brewing an alcoholic beverage buddy, some are good to go.

Some need to ferment, custards need on average 2+ weeks, stick it in a dark cupboard and forget about it and the flavour will be dramatically different

The mixture of nicotine, flavourings and PG/VG need to fully mix together and work as one, fruits are normally good to go and things like custard etc 2 weeks +
