Do I need a license to sell? U know like stores need to sell tobacco

I’m not sure of the answer to that question, but have you thought of taking some to a local vendor, maybe they would be willing to sell it for you (for a slight markup)

It all depends on your local and state laws.

If you are a new vaper, I strongly suggest you do a lot of reading and research into the current role the FDA is playing on ecigs as well as looking into the safety of e-liquid and how to produce it... The last thing this industry needs is someone selling or making something we put into our bodies that is not as safe as it can possibly be made... ie sanitation, clean rooms, sterile environments ect...
 
you also need to weigh upt he costings. its a competitive market and you have to consider not only the above but also 100% accurate percentages when making juices, bottles, the correct labelling, postal costs, packaging, website and marketing, then promotion promotion promotion.
inital setup fees to make a good amount of juice then most likely months and months of experimenting to get something out there that not only is going to appeal to the market but also will stand out. Many vendors out there sell a whole range of products as the profit margin especially on liquids is quite small given all the costings involved and there are only a handful who specialise in just a few liquids ( or even only one flavour ) but these have become well established for the taste and quality . Throw in the current economic and political climate on ecigs and your looking at not seing much in way of profit for several months ( much like any business ) with no guarantee of success.

Personally i would just start out making your own. When you have something that tastes great and is unique then send a few sample bottles out for review and go from there, but its a long way downt he road from making your first batch to selling successfully online and making any kind of profit from it
 
As per the last post you could need a licence in the future, you could get away with it for a while but, very soon it is going to become so regulated that only the people with serious money ie the tobacco companies, are going to be able to compete in the market.
