According to 'new figures' quoted in the Times online. Mind you the same article says that two thirds of Vapers also continue to smoke....

I don't believe that two thirds of 2.1 million vapers still smoke. I'm just not convinced.

That means they probably selected maybe 100 people who are new to vaping who dual fuel and used that as the stats

It only takes one smoke in the allotted time frame, to be classed as a dual user.
How do they estimate the figures in the first place, whether dual fueling or not.

They would have to do a completely random questionnaire on the street. Problem is, vapers and smokers are more likely to agree to take part in a survey about vaping & smoking

The latest data I've been through from STS in March states "The increase in electronic cigarette use prevalence may have stalled", which runs contrary to these findings.

I think it was bound to slow, after the massive increase as they became more visible - but I think it will continue to rise, especially once the public & media bore of pushing the scare tactics.
One thing that medical licensing of some products will do is demonstrate that ecigs aren't evil. Some folk may start on them because they trust them, then move on to better kit later
