From the corruption stats you'd expect Italy to implement in a similar way. Scandinavian countries will also implement the TPD harshly but for not for corruption reasons, as they're amongst the least corrupt in the world.

The UN corruption stats and rankings are based on perceptions as much as evidence, perhaps more so. So the type of corruption you're talking about factors in heavily.I'd say it depends on the type of corruption you're looking at. The British school tie/Masonic style is equally insidious but less detectable - well, bar the wall of white public school males occupying almost every high-level post.
