This is normal depending on your build. I use fused claptons most of the time, these have a ramp up time... which means they also have a ramp down time which is what you are hearing. The sizzle is dependant on your build.
For the serpent mini I use a 316L fused clapton at between 0.4 and 0.5 ohms. Gives really good flavour at around the 28 to 35 watt range (i use TC @ 240 Celsius at 33w for this build). You will encounter a ramp down sizzle, letting go of the button before you stop inhaling will reduce this as the airflow will cool the coil.
For wicking cut the wicks just above the o-rings rather than out at the edge of the atomiser, fluff the wicks and tuck about 2/3 of it down in the channels (start from the bottom of the wick and tease it in place) lop off the tufts of wick sticking up top, then juice everything up. This wicks shouldn't touch the bottom of the deck, you want a tiny bit of room so juice can get under them.
Still one of my favourite rta's and a great learning tool.
