My local Costa Coffee , Cafe Nero and Petit Delice all allow vaping outside with no problem. My costa and delice allow me to vape inside if Im in stealth mode only and I sit out of the way in the corner behind a broadsheet normally and have had no problems..
Dedicated vape cafe`s are about but they are not common... I am not sure in your area but google might help you..
Theres one in notts that has open days now and then and its worth a visit @Huggett will let you know of these dates..
