What's the base nicotine stregth of 120ml flavourless 9mg 50/50 pg/vg mix? Is it also 9mg? I asked my vendor(malaysia) and he says it's 9mg base, is this correct?

That sounds absolutely correct to me.

Draw the numbers 72, 54, 36 on the wall, throw a bit of wet tissue at the wall, and whatever number the tissue sticks to, then call that the nicotine base used.
The 120ml 9mg 50/50 flavourless, is 9mg strength. The strength of the nicotine based used, and then diluted, to get to that 9mg, is irrelevant.

for example, using 72mg base, then 120ml of 9mg 50/50 has 15ml of base and the other 105ml made up of PG and VG
