Try cutting the wick down by the o-ring and place it up on top of the steel ropes.

Try longer then and fluff it out. Wick certainly looks saturated enough, maybe just not enough of it.
 
I cut mine just outside the deck and thin a little.
Then I use the angled tweezers to kind of place the ends of the wick on the rods.
Then it's a case of tuck in the loose bits and make sure the cotton isn't touching anywhere it shouldn't.

The most important thing I've noticed about the steel rod wicking method is they have to be fully covered. if air is getting back down into your tank where its not supposed to that's what makes it leak.
Aside from that it's business as usual.

I may be wrong here but I think this might be your problem, it looks like your cotton has a big gap at the back here.
Again I'm just guessing but I think steel rod rdtas rely heavily on capillary action.
There is a small hole somewhere on the deck to relieve the air pressure caused by your draw.
If air gets back down too fast, capillary won't perform the way it's supposed to and you get dry hits.

So basically you need to make sure the whole juice channel is filled with cotton.

Too much cotton was my thoughts too, after seeing the image. There’s no air gap, as can be seen. the cotton is, virtually, flooded in the well and much more dry higher up.

the cotton is slowly wicking, as the rta stands. But, as the heat is applied, an air lock stops it keeping up.

This is exactly what I was needing mate, I'm a visual learner so thanks for that. Are you able to send a pic of head on view with it being wicked? Same angle as you have the photo where the cotton hasn't been tucked yet, but take a photo of it tucked? Hope that makes sense
