Not sure whats different about the article.
I read it that surgeons wear a mask when in very close proximity to their patients to reduce the amount of their own body fluids and breath particles from coming into contact with the patient.
This is the same with jo public and covid which is the intention of mask wearing as far as I'm aware.

Rather than reading 'as' something, just read what it says.
