simple answer is yes, as far as we know its safe for bystanders as quoted by cancer research uk.
answer this. did you smoke around children and think about the dangers, most prob not. second hand smoke is dangerous.
vape on the other hand, its not smoke you are exhaling but vapour.

Firstly smoke is not created by ecigarettes as nothing combusts.
The eliquid is evaporated into steam which is then inhaled.
It is not possible yet to determine how safe or harmful inhaled ingredients are as it's pretty new in terms of around 12 years or so however technically the only ingredients they contain that hasn't really been scrutinised enough is the nicotine.
Having said that it's worth baring in mind that it's not actually the nicotine in regular cigarettes that causes the issues associated with smoking.
Without having the information to hand it's probably a safe bet to say that the air we breathe will contain more harmful toxins than are found in standard ecigarettes.

Yeah, i always think that everytime a pollution alert comes up on my phone.

On the other hand, it would be best for children, especially young ones, not to be inhaling anything(pollution, second hand vape, whatever), altho, with vaping, u r mostly just inhaling the aroma, scent particles equivalent to an airfreshener i imagine, unless you are vaping directly into their face. And its not realistic to only get fresh air in this world for many

Edit-personally i cover my vape and dont even let a kid see it if they walk by me on the street with their parents, it just seems more appropriate

Simple answer yes, personally I would be more concerned about the air quality outside.

A smoker may sit on the fence.
A non-vaper may give you the sign of the cross and wear garlic.
