Knowing when to change batteries?

If I'm using a mech mod, do I charge if the batter is reading 3.7 v under load or 3.7 v when not under load?

Is that 3.6 - 7 when a atty is on then or when there isn't. I have a inline volt metre so I can read 4.2 without a atty and with a atty 3.7 - 8.

Does it taste less intense at 3.6, forget the volt meter
