It's what happens when the US government/all individual states came to an agreement with the tobacco companies that they pay huge annual levies to offset the costs to the healthcare 'industry' caused by their product - those states borrowed heavily on future incomes, vaping comes along, reduces the amount of smokers buying fags on a huge scale, and the individual states are receiving a fraction of the payments they thought they'd be getting and are struggling to pay back on the loans taken.
