Under the Poisons act anything 75 and over can not be imported or rebottled without a poisons license.

Then you need to find the poisons list. Which states not more than 7.5% which is 75mg of Nicotine

I have no idea mate, in all honesty. What you use must be as free of minerals as possible, and all of the literature says use only distilled. Hopefully someone else will be able to give you a definitive answer, but my understanding if the processes used to deionise, distil or reverse osmose water is somewhere between clueless and utter clueless.

I used RO water with mine Lee .. and tested it against Distilled .. came out exactly the same if thats any help

Reverse Osmosis takes out most of everything TBH

and its handy I have a machine in the garage that can make 300gl a day

Just done a quick google for RO & note that you can buy aquarium type systems that'll do 50 gallons per day for about £50,though "only" 4 stage filtration rather than the 5 of the bigger systems for approx £150 plus.
