On the forum main page, scroll down passed all the forums to near the bottom and you will come across the shout box. You can chat there and when you reach certain milestones or forum achievements it will have a little message there

We only recently brought it back, by popular demand. You can also hit the live chat tab at the top and it opens up a new window with the chatbox in it

I have a facebook account but I never use it. I get so many bloody pokes my ribs are bruised to huck. Never been shouted though s far as I know.
