You're a lot further south than me, we might have the gulf stream keeping our climate a little less warm,cold extremes but it does fuck all for the plants except give them plenty of water. I did read there's a tobacco plant variety that favours wet soil (gardeners speak calls it "heavy") but also requires it to be rich in nutrients also and clay doesn't sound like it fits the description. Lol.
A greenhouse on this estate would only last the night before its glass was broken and the remaining frame if it's metal would be stolen for scrap. Even the nearby railway has had to erect an enormous fence to keep hold of their cabling.

Tobacco plants aren't difficult at all to grow in the British isles (unless you're in the Scottish Highlands, where you'll need a polytunnel as minimum - various ornamental variants (nicotiana) are sold by the seed companies, for example:

They come under "Half Hardy Annuals", so for non gardeners, the seed needs to be started in a warm place from around March onwards, depending on where you live, to be planted out in May: once the plants are ready to go outdoors, gradually acclimatise to the weather, keeping them frost free. Frankly, the warmer the weather the better, as the tobacco alkaloids will develop better in a warm climate. Tobacco can also be grown hydroponically.
I googled the search term "smoking tobacco seed" and came up with loads of suppliers - make sure you buy from ones with phytosanitary certificates to ensure the seeds are virus-free...
The biggest pests they suffer from are tobacco mosaic virus (this is serious as it affects many other crops and ornamentals and will mean you will need to report to DEFRA & can't grow tobacco in that soil again for many years if ever; fortunately it is less common in seed-grown plants if you buy good seed) and aphids (greenfly etc), which are just a blinking nuisance. Some of the species varieties produce quite huge plants - Nicotiana Sylvestris for example, and most have a glorious scent that is more apparent in the evening and that can attract moths which feed on the nectar.

Thanks for taking the time to post this, unfortunately my garden is the oiks favourite dumping ground or shortcut (though why they feel the need to clamber over 2 fences to shorten their walk by a foot or 2 )and the green outside is their footie pitch, though this has been made risky as 3 of them thought it a great idea to dig several holes 1 of which was a few feet deep and wide enough for 3 kids to hide in. The police reported it to the highways dept, who passed the issue to the council who eventually filled the holes.
A neighbour is a keen gardener and has had problems with kids smashing ornaments or ripping out plants. As our garden has nothing but grass, they regularly wreck the fence or cut the washing line. When we 1st moved here, we were subjected to abuse, objects thrown at the windows, rude gestures etc etc and my car was used as a bench, resulting in not 1 straight panel left on it. The oiks responsible are now car owners themselves, and parents so no doubt the new generation will behave similarly to their parents at that age and we'll have the hassles every night again.
Therefore, I'll just buy in tobacco leaf or the oiks will destroy the crop overnight.
Blooping hell; I don't advocate violence, but I'd get a catapult and pellets.... not that that would help. It's Bloody awful when you're stuck with awful neighbours, Chegs, my heart goes out to you
Aside, it is possible to grow the plants in pots in a bright sunny room - just becomes a rather big houseplant/triffid!
