To me, in my limited knowledge about their situation, it's an example of national economy emergency measures. I don't know the dollar value of Australia's tobacco industry but it is grown right there on their home turf & W/A is a pretty isolated part of the world despite its size. Attitudes are very different from those here in the UK.
The tobacco growers of OZ are not just confined to W/A either but over in the eastern states there is a more diverse culture & a much bigger population with a bigger voice. It's as if W/A is a country of its own.
We can't do much except for telling the world about it & expressing our views, just like you have done here, it highlights it.
