Vape NOT charging

Some mods always put a small drain on the cells, even when switched off. This can lead to the cells being over-discharged (dropping below 2.5 volts) if left in for a long time. If that is the case, then most chargers and charging circuits in mods won't charge the batteries any more.

If this is what happened, you need new batteries (and an external charger is always better than charging the batteries in the mod).

If that's not the problem, you need a new mod (in which to use your new batteries!).
 
The batts are probably under the chargeable voltage. Ideally an external charger as the xtar vc2 that will "wake"up the batteries before charging.
 
This is a li-ion safety feature implemented in almost anything unless specially designed for 0v charge. If they go under a certain voltage they are considered not safe to be charged. In 99% of the cases the batteries can be re-used but they need a specialised charge to slowly and safely raise the voltage over the safety limit.
