If you're using ss316 I suggest using a macro coil (no spaces) and pre-burning the coil to work out any hot spots... hot spots will give you a burnt taste after a few pulls as the coil heats up exactly as you describe.
Once you're confident that you've got that sorted then place your wick, the wick shouldn't pull on the coil (too tight/much wick) but there should be a very slight resistance to it.
On the serpent mini trim your wicks above the 0-rings... it will look as if there isn't enough wick. Fluff up the ends with something pointy to loosen the cotton which will aid wicking. Roughly position your wicks then put a drop of e-liquid on the coil and quickly press the fire button... you will see the liquid disappear into the coil and wick. Repeat this a few times until the tails of the wick start to look damp then you can better position the wicks in the channels (try not to poke them too much as this can decrease wicking ability).
Screw everything together and fill it up. You should now be ready to go, don't blast it at 60w though! Start low (16 to 18 watts) and slowly bump up the watts to a point where you get a pleasant vape.
As the Pico has TC and you're using ss316 I suggest also trying TC mode. I run my serpent minis with fused claptons at about 0.48ohms and run them at 26-30Watts at 240celecius. With a simple makro coil you will likely need slightly less wattage, you can set the wattage limit in TC mode, by default it's probably trying to push the full 75 watts through your coil which from my experience of Joyetech/Wismec/Eleaf boards doesn't work very well (works great if you adjust the setting manually though). As a suggestion try setting the wattage in TC to the same level you found pleasant in wattage mode.
