That image has been used a few times by the fail, e.g. : E-cigarette explodes and starts fire after it overheated while charging | Daily Mail Online
From what I can make out, it's actually taken from a fire brigade webpage : London Fire Brigade - ?Exploding? e-cig leads to safety warning from Brigade and used as a 'stock' photo to illustrate what a buggered up battery looks like.
As I understand it, media outlets often use stock photos to illustrate points and it might be a bit difficult to get a complaint upheld unless they're deliberately misrepresenting the image?
Not that I'm saying don't attempt a complaint if you want to.. maybe if enough complaints are put it in it might spur more accurate reporting?
Phrasing a complaint right would take a bit of work I think, if they hadn't got the disclaimer underneath it would have been a slamdunk, but I think it might still be something worth doing a bit of research on. I'm not even sure that having a complaint upheld is essential, though of course it would be preferable, just sparking a bit of interest in how the media have been covering this subject might be a result.
