First time I have heard about Mr Gilbert, However there is good arguement for Mr Lic when it comes to the system that we are using. See link.

Electronic Cigarettes are not as new as you might think. The idea first was envisioned by Herbert Gilbert ^[1] in 1963 when he patented a "smokeless non-tobacco cigarette". In 1967 he was approached by several companies to begin commercialization of his product, however it did not occur.
