The tax will then increase in steps until 2026, when it tops out at €0.32/mL. For a 10 mL bottle of e-liquid (the legal maximum size under current TPD rules) that costs €5.00, that’s a price increase of about 30 percent in 2022, rising to 60 percent four years later.

They actually seemed to listen to PHE and the Royal College of Physicians' reports over the years, and just this year have done the unprecedented giveaway of a million vape kits, under the 'Swap To Stop' scheme.
But, as seen in Parliament recently, the mood does seem to be changing, with many lies & untruths thrown into the mix, that may be an excuse to change direction -

Saying that, I think whatever freedoms of vaping will be under greater threat under a Labour government...
