As it is we can't educate people how to social distance so what feckin chance on educating the population on proper use of face masks (other than for robbing shops/mugging folk).Yeah they started wearing them in 2002 with the SARs outbreak. The Chinese gov. has got many ways to spy on their population, and nowhere near as many cameras. In fact, with their Social Credit System that you have to sign up to for basic necessities, with so many ways to track the population its arguable they don't really need a face scan for day-to-day surveillence.
