Ah, no I'm afraid, they are different. If you view your profile then scroll down a bit it will list your number of posts. You need to get to a certain number of posts before you can enter for a giveaway. Just keep enjoying the forum, contribute and then you'll soon get to the number of posts required. It's to stop people just joining for the chance to get freebies.

Everyone is really friendly and more than will to help and share their experiences, the more you join in the more you will get back! I don't know much about vaping in the phillipines at all, I doubt many do so be good to share what it's like, what kit you are using, what liquids you enjoy etc so people can get to know you and know what you like.
