This is exactly the same sort of starter kit I began with a month ago. As others have already said, it will allow you to see if vaping is for you and whether it can replace the tabs (if that is your aim). The CE4 tanks I got were prone to leaking and in my experience need a fair bit of cleaning every day - stock up on that kitchen roll now!!!
Also, when you first start you may find yourself wanting to swap juices very regularly, partly due to the novelty factor (which there is nothing wrong with) and partly to find that perfect toot! Some will tell you to always wash the tank out between flavours, but this is not totally necessary unless the flavours are very different - most of mine have been fruity, so the new flavour takes hold cleanly quite quickly. If you do wash the tank out make sure you let it dry thoroughly (dry burning can help speed up the process - check out some YouTube vids there). You can replace the coils in these tanks yourself (again see YouTube), but it is fairly fiddly and they can be replaced relatively cheaply.
You will likely need to charge the battery fairly regularly, but that is obviously dependant on frequency of use. I got two batteries to begin with as I found that it was helpful to have one on charge whilst the other was in use.
I perservered with the starter kit for about 2-3 weeks and then went for a better battery with variable voltage (Vision Spinner) and a tank that I can clean, dry and reuse far more easily (Kanger Protank Mini 2 v2).
