The general public were knocking out stuff on 3d printers, how hard can it be ?

The political organisation of China, and all one party states, allows this sort of thing to be done. Nobody, in China, can say no to a government edict.
In states like the UK, US and most EU countries, the reaction from organisation asked to do this kind of thing is. How much will you pay us. And how little do we have to do to get it?
