I read it as, rather than stating "this particular E-cigarette company" they said "E-cigarette companies" Plural

Yes, there are a lot of e-cigarette companies making packaging that is being accused of “targeting kids”. I see a whole shelf full of it on the window of the paper shop round the corner every day. They don’t have any bottles of e-liquid in the window that could t be accused of this, just as an example.

I read it as exactly what it says. That e-cigarette companies are selling liquid that looks like a mcdonalds package. That would include the manufacturer, the eliquid companies who are selling it in shops and online etc. Plural.
