ASH has always been... a little pro ecig, but I think their stance started changing more once they realized that going anti wasn't going to be a good thing for them. It probably helps that one of their ex directors is totally pro ecig
Theyre still calling for "Light touch" regulation which is what they think the TPD did
My own cynical take on this is that ASH are reading from a script prepared by big pharma.
Now that big pharma has the MHRA placed to control regulation and plans in place to tie up the high nic strength market in medically licensed lookalikies, ASH can safely begin a push in the media towards an acceptance of vaping... with the proviso that only medically licensed products, produced by the people who largely foot the bill for ASH are recommended.
Extremely cynical viewpoint I know, but I reckon if you don't stray too far from the flow of cash, you won't stray too far from the flow of truth.
