Start with checking the boro tank alone and with the coil with the ohm meter? If the mod itself works on other devices - there must be a problem or with the tank, or with the wiring/coil?

Check your Coil Height on your RBA, fire it first with the Chamber off, if that works, then put the Chamber back on, test fire again, many a problem has been caused by a Coil touching the top of the chamber.
