What they do is use 100% VG and fill an empty bottle to half it's volume, it doesn't matter what else goes in that bottle as long as the total volume is not more than double the VG volume that they put in. Where confusion often comes in is the fact that most flavourings are PG based. If you want 50/50 in a 10 ml bottle using 20% flavouring then you need 5ml of 100% VG, 2ml of flavouring (counts as PG) and 3ml of 100% PG. Total VG 5ml (50%) and PG 5ml (50%). You could argue that the actual flavour isn't PG but the volumes are too marginal to worry about it. Hope that helps and i'm not teaching you to suck eggs.
