an 18mg nic shot doesn't make your e-liquid 18mg, it's just a bottle of flavourless 18mg e-liquid. If it was 180mg it would be illegal.

There is 180mg of nicotine in that 10ml bottle.

Yes, 72mg of nicotine per ml of liquid. 10ml of that has 720mg of nicotine.
18mg has 18mg of nicotine per ml of liquid. 10ml of that has 180mg of nicotine.

If you add an 18mg nic shot to a 50ml shortfil it results in 3mg juice. 60ml * 3 = 180mg.
