As @hack400 pointed out the target nicotine was set to 18.1 otherwise the figures would be correct.
The shortfill dropdown assumes a known zero nicotine eliquid in the bottle. The most accurate method is to use the Nicotine shot dropdown for a known zero nic eliquid in the bottle. If its 50ml zero nic eliquid in the bottle then you would add 16.67ml of nic to get 18mg strength but this would give you 66.67ml of eliquid so would have to decant in a bigger bottle.
Life used to be so much easier in the pre TPD days.
 
The other issue is that adding so many nic shots tends to dilute the flavour, unless the company balances their recipe for people who want higher nic.

That's very true but in this instant we talking about using something other than 18mg nic shots (the strength we dont talk about) lol.

Though there may be traces of nicotine in whatever flavour juice you end up with, this isn’t usually strong enough to satisfy. So unless you’re happy vaping without nicotine, you’ll still need to add some to your tobacco flavour mixture once it’s ready.

i’m sure it’s negligible. i was reading something about it a while ago when i quite liked nets. i think it might be that the nicotine in tobacco leaves has to be actively extracted, rather than just steeping out in pg.
