How big is the budget and which one do you like the look of best?
that's basically what it comes down to.
The VTR is *heavy* - no seriously, very heavy. the MVP is a lot smaller and lighter.
The VTR is better made and imo better looking and it takes external 18650 batteries. this is a plus and a minus. In your vaping life you're very, very likely to want other things that the batteries are going to fit into. Once you have the batteries and charger then you're all good on those(as long as you buy good ones). Also any mod that has an internal battery is going to wear out. If the 18650 wears out you use in the VTR you buy a new one for about £5. The MVP will last a good year+ before the battery starts to noticeably degrade though.
The MVP is easier to charge though and it also has a few nice extra functions that could potentially be useful. You can't charge a phone or use the battery in the VTR as an external USB slot. You're not going to use this on an MVP often but once in a while it might be a godsend. You'll find yourself having to carry a spare charged battery around with a VTR along with your spare atomiser/juice bottle to swap ina new battery when the one that's in it wears out.
If you're on a tighter budget get an MVP and spend a bit extra on the atomiser that you plan on screwing into it. A battery is a battery is a battery and while different batteries will make a difference to the quality of the vape you get, the atomiser makes much more difference, so it's better to spend a bigger fraction of the budget on the atomiser when you're contemplating a first mod and then looking to upgrade the battery later on.
Note though that while a protank or a davide tank will neatly fit into the 'skeleton' bit of a VTR, if you have a Kayfun (or a n other wider atomiser) you're out of luck and those look ridiculous on a VTR using the extension tube.
