I was under the impression that that vapes "emitted" an aerosol of whatever is added to the juice, some of which may well be water in the form of vapour, but in essence I believe your statement to be inaccurate.

I thought I just did, your statement that e cigs emit water vapour instead of smoke is inaccurate by reason of being incomplete.

There are anti vaping lobbys who are waiting to pounce on such inaccuracies as being purposefully misleading.
 
I'd make the following points:
  • Aafik there is no scientific evidence that second hand vapour from e-cigarettes is harmful in any way to bystanders.
  • Nicotine while addictive is not considered a harmful substance in its own right whether freebase or salts.
  • The only e-cigarettes that contain nicotine and flavours are those that are pre-filled with e-liquid such as pods.
  • E-liquid can be bought and vaped with zero nicotine.
  • Nicotine is prescribed and used in gum and patches as a means of helping smokers to give up on the basis that they are addicted to it and e-liquid containing nicotine is no different.
  • As to efficacy it has been proven that e-cigarettes are an effective way for smokers to give up smoking.
  • E-cigarettes are already highly regulated in most countries and much of the issues regarding them is when such regulations are not adhered to or enforced or they are just plain draconian such as in Australia.
  • There is unfortunately a good deal of uninformed, incorrect and disingenuous information about e-cigarettes.
  • Nobody should be encouraging non-smokers to take up vaping.
