The article is either badly written or misleading and the clue is the date of the article: Commencing January 01 2014 emplyees tested positive for nicotine were given a free 90 days supply of nicotine patches, gum, etc. and from the latter part of September 2014 applicants testing positive for nicotine will not be employed.

Nicotine patches were a dismal failure for me: I got a free 90 days supply of nicotine patches on the NHS possibly because I'm diabetic and 90 days later I was still using them ... and smoking.

I'm confused! The article is found at touch dot carrollcountytimes dot com. which, to me, appears to be a smidging different to the 'official" carrollcountytimes web page, which is found at carrollcountytimes dot com.
I could not find this article at carrollcountytimes dot com.

EDIT* No longer confused, they are one and the same, so, now I can be happily irate and gobsmacked about the article.
