Lol pepper its probably your ohm metre if its got fluctuations all the time :)

Yeah make sure the bottom post is hitting the connector on the ohm checker or if in doubt and you have an Atty that you know has a pre built coil and you know the rough ohms test that on the checker

A suggestion Pepper as your using cotton wool, heat your wire on a torch or lighter till red an let cool(takes the spring out) coil it round a drill bit nice and tight, mount on screws with drill still in place.Pull out drill bit and check your ohms, wind your wool up really tight and gently poke/pull through your coil without disturbing them too much, let the wool expand again(gently twist back the other way) then try it again before juicing up

Don't dry burn the cotton wool!!!!!
 
Never noticed my ohm checker lighting the coils up to burn the wool, but fully agree the wool will burn if you heat the coil
 
Update number 1. Made my coil, popped it in the tweezers to put in the post holes.....went flying out the tweezers and vanished somewhere oooops
