Your RTA should not be getting hot at 13W.
In addition to the airflow, the juice being fed through the cotton also keeps things cool. If a wick is too loose it will not be in sufficient contact with the coil, parts of the coil can glow red hot because it isn't getting a sufficient supply of juice - it can hotspot and overheat which makes things hot (and you generally get bad flavour to go with the heat problem).
I think the overheating is directly related to your wicking issue, sort out the wicking and the spitting and hot tank problem should go away.
Personally I would stick with 50/50 for MTL as I think 70/30 can be a bit too thick for most MTL tanks, unless the weather gets really hot.
