2 things that help when vaping in enclosed 'public' places : common sense & common courtesy.

I usually ask if it's ok for me to vape (unless it's somewhere I already know it's acceptable) and I try not to send plumes wafting towards other folk.

If I'm asked to vape outside I'll vape outside but I will also try to explain why vaping is different from smoking.

Of course, there's also the option of just leaving and going somewhere else... that works too.
