This is true, but since you'd have to charge externally then simple randomness will cover that facet of the problem - unless you get someone OCD who always charges the same cells in the same slots and then returns them to the mod in the same order - but knowing they need to be rotated pretty much ensures that sane people will rotate them...Indeed, bit as you know they don't discharge equally either, so without rotation you end up with poorly matched cells fairly quickly
There are losses but they are very minor, and usually relate to contact resistances, for most purposes assuming 2x current is safe - I'm sure mooch was just being Ultra cautious...I was under the impression it'd be safe to assume 1.5x amps in a 2 cell parallel setup, simply because Mooch.
