PHE have been saying for a while now that they oppose a blanket ban in public spaces.
Rather than go down the full on bigoted route, they're being a bit more financially savvy. The 2 tier/MHRA licensing route that we'll end up with, (which basically lines the pockets of Big Pharma/Big Tobacco) also leaves the door wide open for punitive taxation on non licensed products. After all, anything unlicensed must be potentially hazardous and thus justifiably taxable. 'Big Government' also needs their revenue stream, right?
Probably why there's so much scaremongering about 'quality' and a need for regulation (butterscotch causes chronic lung conditions anyone?)
