I read some threads from 2012 on another forum earlier regarding this and it seems that you can't get pure VG in some countries.
Norway apparently theres 15% water in the VG already.
Tends to be the ones with juicy in the titleah, interesting .... I've noticed there some small amounts in some concentrates too.
