E Cig Legislation - Chris Davies Email - Clearing the confusion

well they do to a point with cigs generally being of 4 or 5 strenghts ( used to be low med and high content) hasnt really changed much from that just now its in mg. However what they dont do is limit how many you can buy and tell you how many you can smoke. in essence by limiting to 2ml tanks they are trying to do just that, sure we can refill them but if they decide to retsrict tank size to maximum of 2ml where that going to leave rebuildables?

Now most of it makes sense, i dont know who else has been trying to read the updated release btu jeez its a headache. Anyway its not a total disaster is it, its a compromise and yes it will start off a black market for those that have to have higher concentrations.

there was a question further up about self mixing. For further clarity you can email chris [email protected] and tbh i have always found him to be very helpful and fairly quick to respond so may be worth shooting an email about this, but people have to manufacture the shop brand products so there still has to be access to higher concentration liquids for this purpose, the only relative libe in his post was
A manufacturer will be able to apply for medicinal approval if they want to make health claims about their products
all that means is if a manufacturer wants to claim its a cessation aid they have to apply for a medicinal licence, maybe there will have to be a licence to manufacture? personally i am ordering as much nic base asap that i can get my hands on before these regs go live.

As for everything else, i can accept it, grudgingly. I dont totally understand the 10ml bottles and 2ml refill, if i have 10 bottles of 10ml instead of 1 bottle of 100ml kicking round the house doesnt that increase the chances a child could get their hands on it, and i dont think i have ever received a bottle (even my 0mg bottles) without childproof caps.

Personally from what we were facing in the restrictions, i will say we got heard, not listened to but heard

hmm wonder what the effect a bottle of vodka could have, or bleach, or weedkiller or pretty much any other chemicals out there you can readily buy off the shelves?

I am not either, but as none of my 6 meps ever respond, even the 3 i have which openly support ecigs, i started emailing any of em that openly support us and he has never failed to respond, eventually.

Not sure that it applies to nicotine for mixing - although we'll have to see the latest version of the proposal first, but the one from the 12th has this definition of a refill container.

"Refill containers shall mean a receptacle that contains a nicotine-containing liquid which can
be used to refill an electronic cigarette. "

Now it's not clear to me if that covers 72mg/ml nicotine solution.

However the same document also says "Nicotine-containing liquid is only placed on the market in dedicated refill containers not
exceeding a volume of 10 ml or in single use cartridges to be used in rechargeable electronic
cigarettes or in disposable electronic cigarettes; ". The rest of the same section only talks about refill containers

It's all still a bit murky.

The restrictions would apply to base liquids for a number of reasons.


Nicotine is toxic in high quantities and is particularly toxic to children. This is a safety measure as not all people will be as responsible as I am sure you are.


Also it prevents manufacturers from hiding from their liabilities to produce safe, pure liquids as people DIYing at home would have no recourse if something went wrong.


While it would be sold in 10ml bottles there is no proposed limit on how many bottles you could buy and refillable cartridges will still be allowed unless scientific evidence is produced to show a particular type is dangerous.

I agree, but sadly the 'powers that be' seem not to.
